German Tax Numbers Explained

Tax ID, Tax Number, Tax Number for VAT, and EU VAT ID

If you live or do business in Germany, you will quickly encounter a confusing array of German tax numbers. Each one serves a different purpose, is issued by a different authority, and applies in different situations. Understanding the difference between your German tax ID, tax number, tax number for VAT, and EU VAT ID is essential for staying compliant and avoiding costly mistakes. This article explains all four in clear, simple terms.

German Tax ID (Steuer-ID)

The German tax ID (Steuerliche Identifikationsnummer or Steuer-ID) is your permanent, personal tax identification number for life. It is issued automatically by the Federal Central Tax Office to every person registered in Germany. Shortly after your first address registration (Anmeldung), you receive your 11-digit German tax ID (Steuer-ID) by mail.

This number never changes, even if you move house, get married, or change jobs. Your employer needs your German tax ID to deduct wage tax correctly from your salary. Your bank requires it for capital gains tax, and you must include it on your annual income tax return. It is also the basis determining your tax class.

German Tax Number (Steuernummer)

The German tax number (Steuernummer) is a local tax office reference number for businesses, freelancers, and self-employed individuals. Unlike the personal tax ID, the tax Number is not automatic. It is issued by your local tax office after you register your business activity by completing the tax registration questionnaire.

The German tax number (Steuernummer) has a variable format depending on your federal state, typically 10 to 13 digits arranged in a specific pattern. You must include your German tax number on every invoice you issue and on all correspondence with the tax office. It is used for income tax declarations if you are self-employed, as well as corporate tax and trade tax for companies. Unlike the permanent tax ID, the German tax number can change if you relocate your business to a different German tax office district. A single business may also receive multiple tax numbers for different tax types.

German Tax Number for VAT (Steuernummer für Umsatzsteuer)

The German tax number for VAT (Steuernummer für Umsatzsteuer) is a separate tax number issued specifically for value-added tax purposes. It is not the same as the EU VAT ID, which we will discuss next. The German tax number for VAT (Steuernummer für Umsatzsteuer) is a local number assigned by your tax office, and it is used exclusively for domestic VAT returns and invoices to German clients.

There is an important detail to understand about the local German tax number for VAT. There is no nationwide regulation that determines exactly who must obtain one and in what circumstances. Instead, each local tax office decides on a case-by-case basis. Some German tax offices issue a single combined tax number that covers both income and VAT matters. Others issue a separate local German tax number for VAT if it is necessary according to their evaluation. The decision depends on the internal organization of your specific tax office and the nature of your business activities. If your tax office issues you a separate German tax number for VAT, you simply use it as instructed. If not, your general German tax number (Steuernummer) covers both purposes.

German VAT ID (Umsatzsteuer-Identifikationsnummer)

The German VAT ID (Umsatzsteuer-Identifikationsnummer or USt-IdNr) is a separate VAT identification number for cross-border trade within the European Union. It is issued by the Federal Central Tax Office, not by your local tax office. The format is the country code "DE" followed by nine digits, for example, DE 123456789. This format is standardized across all EU member states.

The German VAT ID (Umsatzsteuer-Identifikationsnummer) is not issued automatically. You must apply for it separately and demonstrate a concrete need. You need a German VAT ID if you sell goods or services to business customers in other EU countries, or if you make intra-community acquisitions. It validates that the transaction is tax-exempt in Germany under the reverse charge procedure. You can verify other companies' VAT IDs through the EU's VIES online system. For domestic German transactions, you use your German tax number (Steuernummer) or your German tax number for VAT (Steuernummer für Umsatzsteuer), not theVAT ID (Umsatzsteuer-Identifikationsnummer).
